Port Security Level 1 for Waterborne Mass Transit

(August 12, 2005) - We have been advised that the U. S. Coast Guard has declared "MARSEC Level 1" to be applied to all "waterborne mass transit" (meaning ferries certified to carry 150 or more passengers, as a rule) on a nationwide basis.  Here on the West Coast, confirmations of this declaration have been made for Puget Sound, San Francisco Bay, Sector Los Angeles/Long Beach, the Columbia River, and Alaska.

New NOAA Link:
     NowCoast is a Web mapping portal providing coastal communities with real-time observations and NOAA forecasts. The new version now allows users to view real-time surface observations 'on-the-map' along with the latest GOES satellite cloud imagery, and NOAA National Weather Service weather radar images. The GOES imagery is updated every half hour and the weather radar mosaic is updated every 15 minutes.

ABSTRACT: VTS for LA/LB Harbor has provided a practical example of new
approaches to VTS management, environmental protection, and promoting
maritime safety and port security. Through application of new tecnology and
unique management policies -- and operating within a government/private sector
"Joint Venture Partnership" -- this VTS has been successful in ensuring the
megaport complex at LA/LB Harbor is one of the safest, cost-effective, reliable,
efïicient, and respected in the world.

INTRODUCTION

On 1 March 1994, a unique Vessel Traffic Service (VTS) came on line, serving America’s busiest intermodal seaport complex.  Eleven years and nearly 300,000 vessel transits later, Vessel Traffic Service for Los Angeles-Long Beach Harbor (VTS-LA/LB) has received national and international praise and support as a very successful model for future Vessel Traffic Services.

This article answers the following questions as regards the VTS-LA/LB:

• What makes the VTS-LA/LB unique?

The origin of Community Outreach Promoting Safety and Security (COPSS) is the Committee on Port Safety and Security, organized in October of 2004. The Committee was founded by Lonna Calhoun, an elected board member of the Central San Pedro Neighborhood Council, as an ad hoc Neighborhood Council committee as part of the Los Angeles City government body. The mission of this Committee was to identify and address the safety and security of Harbor Area community stakeholders.
